The film is set in 1904 Morocco and is partly based on true events. Moroccan Berber chief Raisuli ( Sean Connery ) kidnaps an American woman ( Candice Bergen ) and her children in order to provoke an international showdown. The situation escalates into a political power struggle involving US President Theodore Roosevelt and various major powers.
