The film follows brilliant American chemist Elmo McElroy (Samuel L. Jackson), who has developed a powerful new synthetic drug—“Formula 51”—that is one hundred times stronger and better than anything else on the market. Elmo decides to sell his formula and travels to Liverpool to make the biggest deals of his life. However, a local small-time criminal named Felix (Robert Carlyle), a lethally efficient female assassin, and football-mad English gangsters become entangled in the situation.
